Vervangen door Second National Renovation Programme (announced June 2026)

Checked on 29 August 2026 with the Ministry of Regional Development and eufunds.bg. Procedure BG-RRP-4.023, financed by the national recovery and resilience plan under the “Green Bulgaria” pillar, has completed its first stage. The earlier national programme, endowed with 2 billion leva, had brought 1,968 buildings and 131,729 dwellings back into service by 31 December 2024. A new procedure, referenced BG16FFPR003-1.001, carries more than €375 million of non-repayable assistance with applications open until 1 July 2026 at 5 p.m. The exact mapping between that procedure and the second national programme remains to be confirmed at source.

Conditions: Co-owner associations of multi-family buildings designed before 26/04/1999, ≥ 3 floors, ≥ 6 dwellings. Target: energy class B + ≥ 30% primary energy savings. Investment completion deadline: 30/06/2026 (extended to 31/12/2029 for buildings transferred to BDB).

Conditions: Condominiums (associations under floor ownership law); ≥ 4 units, ≥ 60% residential floor area. Target: class B, ≥ 30% primary energy savings, energy poverty reduction. 282 buildings approved, budget ≈ €144M incl. VAT.
2026 changes: Removal of 20% co-financing — 100% free renovation for condominiums. Operational transfer to BDB for 454 buildings beyond the 30/06/2026 deadline.
