Conditions: Co-owner associations of multi-family buildings designed before 26/04/1999, ≥ 3 floors, ≥ 6 dwellings. Target: energy class B + ≥ 30% primary energy savings. Investment completion deadline: 30/06/2026 (extended to 31/12/2029 for buildings transferred to BDB).

- 100% · 100% grant (after removal of 20% co-financing)
Conditions: Condominiums (associations under floor ownership law); ≥ 4 units, ≥ 60% residential floor area. Target: class B, ≥ 30% primary energy savings, energy poverty reduction. 282 buildings approved, budget ≈ €144M incl. VAT.
2026 changes: Removal of 20% co-financing — 100% free renovation for condominiums. Operational transfer to BDB for 454 buildings beyond the 30/06/2026 deadline.

Conditions: Buildings designed before 26/04/1999, ≥ 3 floors, ≥ 6 dwellings; buildings not previously applying and reserve lists. 2026 new feature: coverage of obsolete elevator replacement/renovation.

Conditions: Bulgarian residents occupying the building; current use of inefficient solid fuel heating. Programme declared closed — no second phase. Of 10,000 target households, ≈ 1,500 applications approved in phase 1 for ≈ €20M.
